Led by City Investors Development, an affiliate of Vulcan Real Estate, the 83,000 square foot build-to-suit/lease-to-own redevelopment of the existing Bothell City Hall block catalyzes community and economic development in the downtown district.

The inviting, pedestrian-friendly, mixed-use gathering place includes a three-story, 251-car parking structure beneath a 53,000 square foot office building and council chambers, with full tenant improvements. Substantial site improvements included the relocation of existing infrastructure, new off-site utilities and right-of-way improvements, civic plazas and water features, and additional building pads for future private development.

High Water Table + Contaminated Soil

The bottom of the excavation extended 15-feet into the water table and there were known soil contaminants from a prior laundry facility. The building was sited away from the contaminated area and we monitored the ground water being displaced to ensure it was free from contaminants. We staged our construction to enable the owner’s environmental clean-up activities to continue in parallel to construction. There were also five remnant fuel tanks requiring special coordination with the owner for removal and disposal.

Precast Cladding

Target Value Design required us to not only meet the prescribed budget, but to also ensure funds and design enhancements were appropriately allocated to portions of the project most accessible to the public, such as the Council Chambers, the public plaza, and the water feature. For cost and schedule efficiency, the team utilized custom, integral colored, and form lined precast on the office portion to mimic brick cladding on adjacent City buildings and the Council Chambers.
